though traditionally associated with Akihabara, a district of Tokyo known for catering to otaku, these cafés have grown in popularity and started springing up in other areas, too. there are all sorts of variants, from "neko cafés" where the maids wear cat ears, to "tsundere cafés" where maids act cold and distant towards customers (before warming up to them later).
