Oh... I get where the confusion comes from. It's under the control of a Hutt but it isn't part of Hutt Space. Tatooine is in the Empire's territory.

Many outer rim world's were neglected by the Republic. Tatooine had no value to them. The Hutt crime families took advantage of that.
