It's more organized than that, we aren't the Flash's rogue squad you know. we create it and express it through the protagonists we're assigned to. Every scientist gets an arch. It's by the book
Not scripted, just put into law. Minus the murder part-- now the stone of the commandments that's certainly scripted.We have to have some rules so things don't get too insane.
