[usually, the Agency was content to keep its eyes on its borders and allow the world to go as it would. a failing, perhaps, but not an unforgivable one; there were many other groups who monitored their countries, or even stepped out of them to patrol the world.
occasionally, however, it - or rather, its members - saw fit to follow suit. and, really, it's not that far; only across the water. southeastern Russia, almost at the Chinese border, only really a step or two in the big picture. not that Arikado cares much; the fact that he's been chasing this group due to their suspected involvement in some Japanese activities only gives him more jurisdiction if he has to defend his actions.
not likely. the Agency rarely questions him anymore, considering how long he's been there and how much he's gotten done. but it is nice to have some official cover for what he needs to do.
such as infiltrate what looks to be a long-abandoned remnant of the second World War. the bunker, from the outside, is barely noticeable; inside it's not much more so...to the untrained eye. especially one used to dealing with the supernatural since birth. Arikado steps through the halls silently, alert to any signs of life - or unlife. God knows there's plenty of cold iron down here, especially once he gets down to what he thinks are some repurposed holding cells.]

[The voice is a little too loud and probably a little too enthusiastic given the situation, but how is he supposed to hold back? His lord is in danger and that means it's Sakon to the rescue. Mitsunari may be surrounded and it looks like his energy is flagging, but that's why he has a trusty subordinate with energy to spare, right? Right? Or at least that's the narrative that's currently running in Sakon's head as he aims a flying kick at a group of soldiers, knocking them forcefully to the ground. He makes a dramatic landing in front of Mitsunari, grinning from ear to ear.]
