It's not exactly that Rogue has trust issues - he's just been trained to consider these things. But if that IS what Jack is doing, he's chosen a pretty strange strategy, so there's no real reason to think that's the case. )
I ran a deepscan on him when I thought he was a Chuldur. Shapeshifters, you know.

To say I'm looking for it might be an overstatement. But that doesn't mean I would reject it. I mean... To be perfectly honest, I have no idea. ( The last bit, Art has to talk him into writing. ) I've enjoyed our conversation, and you're a very attractive man. I'm just... a bit out of practice with all this.
[By the time he finally gets Rogue's reply, Jack's just about done with all this texting. He wants to meet this man, hear about the Doctor, and experience for himself whatever it was that got the Doctor so interested. And hey, if more comes of the meeting than that, well - bonus!]
