An industrial bottle of the strongest H2O2 you can find. Don't try the drugstore -- you may as well scrub with water. Depending on the color, a bleach may be used as a supplement, though in a worst case scenario it's possible to re-grout without removing the tiles.

It should also render useless any blood samples taken. [As an afterthought. How nice that this person is cleaning up their mess rather than blowing up the entire building. It's practically domestic and, to be quite frank, a nice change. How is it that you're adept at disposing of bodies but not cleaning up the mess? Those things tend to go hand in hand in my experience.
