They're not used to snow down here, or ice. Which means those things they think will be useful are often as laughable as sad. They haven't had enough experience to teach them what to do to prepare, and they're too scared to listen to the advice being given.

Reynard has Pitch to thank for that.

He knows the Nightmare King is nearby. They've been keeping an eye on each other. Besides, the cold doesn't make the hairs on the back of his neck stand up. So he knows the embodiment of fear is able to hear his comment as he watches the traffic from atop a lovely little hill. It's red and gold lights cutting through rain as far as the eye can see.
