Height can be a sensitive topic, but he'd mostly followed his comments after her own jokes since Ash doesn't actually find her short for a girl. He's seen plenty of shorter girls in America, even. And the last comment wasn't about height.
Boobs? That can definitely cross a line, but he wasn't commenting on her breasts beyond the fact they were the self-confessed cause of the 'crime'. Still, maybe she's very sensitive about it?
Or the incident itself? It sounds like the kind of thing they'd both agreed they could laugh about, but maybe it was that embarrassing for her after all? Or maybe she's a bit more serious than he'd originally read, and he really did just joke too much. Ash does spend most of his time around people who wouldn't know serious until it's shooting him in the face.
He wasn't trying to be especially conscious of his words, but he also wasn't actively mocking her. Ash can be rough when he wants to be. Maybe that's why he's giving it too much thought. He is often enough rude intentionally that he's not usually that he's not often rude by accident. ]

[ It isn't an apology, but he has no reason to antagonize her further. With that, he holds up a hand in parting; it's the first time she's seen him leave, but he's prone to leaving when the situation is over without the usual 'well, I guess I should go' talk. [Honestly being thought of as short is a blessing when you've been a head taller than most your peers since you were a teen. It's mostly the combination of the incident having been previously embarrassing, and Aoba attempting to laugh it off, but the whole joke continued far too long for her to be comfortable with. After all she's larger than her female coworkers by quite a bit — and not just in height.
Those attempting to be kind would call her sturdy, but "broad", "bulky" and "large" have also been used. Aoba isn't fat, but she certainly isn't small enough to be considered cute where she's from.
She tried leaning into the joke, but in the end her insecurities got the best of her.]
