The fact that you're in a relationship with this person isn't public knowledge. Actually, no one knows about it except for the people involved. Maybe you guys are just private like that; on the other hand, it may be a necessity to keep things a secret from others. Or, you know, you could not want to deal with friends and relatives being busybodies. Your reasons are your own.

[Phoenix was one of the army of lawyers dealing with the Sokovia Accords. It was completely by chance that he happened to be the lawyer assigned to going over all the terms and legalese with Steve Rogers so it could be laid out in plain English for him. Steve clearly wasn't happy about the Accords, but the two of them hit it off on a personal level and Phoenix gave him his number. Just in case he had questions about the Accords, of course.

Steve only called after he'd become a fugitive, saying that he had a feeling that Phoenix wouldn't sell him out and he needed help. After all, Wakanda couldn't risk the foreign policy risk of hiding him, and he had nowhere to go that Tony Stark wouldn't think to look for him.

So Phoenix repurposed safehouses he usually used for clients hiding from violent actors and took Steve's team in while they built safehouses of their own. That's when this... thing started between him and Steve, something that they can't exactly share with anyone due to Steve's fugitive status. Phoenix is trying not to put a label on it. Steve has enough troubles to deal with as it is without Phoenix piling his feelings on top of it.

Today, he walks into Steve's safe house laden with groceries, announcing himself with a bright,] It's okay, it's just me with the next few weeks of food.
