Welcome Programs, to the Free Grid!

Thanks to Kevin Flynn's sacrifice, Sam Flynn's sentimentality, Quorra's memory, and programming help from a handful of others (the younger Flynn being determined not to make the same mistakes as the elder) The Grid has been rebuilt almost from the ground up, and repopulated with some programs he wrote himself, some that were written by Encom colleagues and others still by old CalTech friends (and friends of friends at other universities and think tanks and et cetera)
Some areas are still under construction, more sparsely populated than others, but the city center is thriving, there are The Games (now much less lethal) for the competitive-minded, the End Of Line Club for the partiers and The Archives for those who want to learn (or to impart knowledge) and various other venues (art galleries, shops of every stripe, vehicle mechanics and rentals, even casinos and smaller clubs.) Also the Park and it's resident swarm of Bits, they don't bite, but they might talk you to death.
The Train will get you basically anywhere you need to know, and runs all the time, no need to worry about it being out of service just because it's late. Light cycles are another popular mode of transportation, and the City isn't so big that it can't be walked.
Outside of the City is the Outlands all rugged terrain and cracked vistas. Beyond that is the Sea of Simulation which -now clean and virus-free once more- Sam hopes will begin to spawn ISOs as it once did. Beyond that is The Portal which is the way back to the real world, the realm of the Users.
Sometimes the Portal glitches, it's a known problem, nothing serious, really, just that it occasionally pulls in Programs from other versions of the Grid, other times in the Grid's history. It's a thing, and the unexpected new arrivals are generally found within short order and filled in on what's happening. System Monitors and a network of volunteers help with that.
Your character can be a native program, a transplant, even a visiting User, that's up to you. Tag around, get to know each other, have fun and try not to make the place too buggy, nobody wants to deal with that.
