(( ooc: reading up on Aki's profile, I came up with a thing: you mentioned mixed/boys schools for magic are not the greatest, so I thought maybe Haga is a boy who studies in one of those subpar schools, and looks up to the girls' schools because, damn, if only he was a girl he could have, you know, a decent education and be the powerful sorcerer he wants to be.
Someway, somehow, he finds out Aki is a boy who is able to pass as a girl and attend one of those good schools, but instead of going down the "haha Imma blackmail you" route one would expect someone like him to, he's far too fascinated by Aki's actions, and go "hey, pls teach me how to pass as a girl and maybe I can attend a good school too I'll do whatever you want me to!"
And while Aki isn't the type to take advantage of situations like that it's a kind of hard offer to pass and Haga looks eager enough (spoilers: he finds Aki super cute so this is not even a problem).
