[ Natasha's (personal) voicemail doesn't actually have a message. Instead, there's about twenty seconds of various street noise, like the phone's been switched on and been forgotten about. Of course, is that for anyone smart enough to notice, the chatter always changes. The language of it, the pitch of it — it's Natasha's way of leaving breadcrumbs for anyone who's willing to check in to her personal line and wondering exactly where she is on the globe.

[ it's all that's left: no 'call me back when you're in the country', no hint as to where she may be (though from the sound of things, it's in paris). the number she called from is scrambled so calling directly back would be impossible anyway, but selina knows that natasha's more than capable of figuring out how to get back to her if she decides she wants to. ]
