He'd like to feel guilty but he doesn't, it wasn't his fault that SHIELD had been too full of themselves for attaining the Winter Soldier to evaluate him properly, and he sure as fuck wasn't going to fill in any of the blanks for them-- he wasn't any happier to serve as their weapon as anyone elses.
