It's actually the other way around. Candy, or sugar I should say, is fluffed up into a cotton-like ball. Artificial flavors and colors are often added to make it tastier.

Not I. But that's how cotton candy is made. The sugar is liquefied with heat and then spun through small holes where it solidify in thin wisps. It forms a sort of cotton-like fluff when collected. I'm not saying it makes much sense as treat, but it's rather popular here.
