Play it sexy. Play it silly. Be intense. Again, zero fucks, just be cool.

Honestly for a set up it could be as simple as like Hibari being member of his club and thus his "underling" in his eyes (and/or Yagyuu, possibly included because of that) or just him having known one or both i na school or workplace capacity. But then because it is sort of a harem meme we could go more complex / contrived like idek him being the modern descendent of some noble family that their ninja clan was originally founded to protect / serve. ]

Maybe Katsuragi already had a thing with him, and she's enlisting Ikaruga to try and turn the tables with twice the hot ninja girl?
