Building up new CR can be hard, especially if you're unsure who's interested, or if you're just a little bit shy. Behold a meme designed specifically to get around that.
THE TAG (THREE) NEW PEOPLE MEME
Step One - Post your character, include a prompt if you want, and note your preferences for the random generator part of the meme. Note this meme is designed for any new CR, so while limiting certain aspects of the meme (no to certain prompts, only certain types for sex/shipping, etc) there should be no "canons/ocs/girls/boys only"!
Step Two - Go back three tags above you. If you've never tagged the character you land on, and they have no existing tags on their thread, roll up a prompt and tag them with it. Continue and do this two more times. If you hit the end of the meme, loop back around. If you get caught in an infinite loop, either wait for a new tag-in, or go by every other comment instead.
Step Three - If you can't find someone who hasn't been tagged and you haven't played with, it's fine to tag someone who has been. If you can and you still want to tag a tagged person, go ahead, just don't count it to your three.
Step Four - If you want to, you don't have to stop at just three. Keep looping (or come back later when others have tagged in) as often as you like!

⑱ Big damn hero → You know you have to handle this one alone, so that means disarming or knocking unconscious the person who wants to join you.
⑲ Fight club → You know the rules... you're in an underground fighting ring and you're fighting with all you've got.
⑳ Threaten → You've just been sent here to rough them up a little, threaten them into behaving.
ANGST.
① Injury / illness → Your character has become injured or ill! To what extent is the mun's choice.
② Last moments → You character has been gravely injured and this is their last chance to say their last words.
③ Depression → Your character is depressed, what actions they take is up to the mun.
④ Betrayed → You character has been betrayed by the other. How do they react?

⑪ Worst nightmare → Whatever you fear the most is now real or maybe you're just trapped in a dream together, but whatever it is, it feels too real.
⑫ Addicted → You're addicted to something, alcohol, drugs, sex, whatever. It's destroying your life and you can't do anything to stop it.
⑬ Hurt you → You're being forced to hurt someone you love either by betraying them or even being forced to shout things you don't mean. It's for their own good in the end though.
⑭ Separation → You were forced to leave this person for their own safety and while you've been miserable without them, you really didn't mean to run into them again... maybe it was by accident or you were watching them from afar this whole time.

For now, he watches from a rooftop as the monster makes its way through the city streets, leaving rubble in its wake. With a victorious chuckle, he waits to see what Gai will do this time.

It takes him longer than he likes to find the particular rooftop where Juggler is watching the chaos from, and he emerges from the fire escape a little behind the other man. He opens his mouth to speak and hesitates. What does he say? How does he stop this?
Levi has absolutely no experience trying to get somebody to stop doing something. All his persuasive charms are geared towards encouraging people to give in to their base desires, to take advantage, to cause the chaos, and he hasn't the slightest idea what to say to make somebody want to stop being evil. And without his powers, it's not like he can even do anything to stop Juggler.

"It's..." he trails off. Yes it is magnificent, he can't deny that, but he isn't sure admitting it is going to help his goal at all. "It's certainly something." he says instead.
He steps forward a little, hesitating again, could the truth work? It's possible Juggler would work out the implications and turn on him, and without the majority of his powers Levi would be no match for the other man.
"You should stop."

"Stop?" He turned to Levi, the look of betrayal in his eyes a contrast to the smile on his lips. The one person who had up until now seemed to be on board with all his destructive ideas. He should have known that wouldn't last. And then just as suddenly, the smile faded and his eyes turned cold. "If that's what you came here to tell me, then you shouldn't have wasted your time."

Well. That plan didn't go well at all. He'd been around more than a few unhinged individuals in his many years and he could see all the signs - if he was honest with himself he'd been able to see it coming, he could have stopped it earlier, but he'd overestimated his own control.
"I just think you can do something ... more. Bigger, better, if you just bide your time a little longer..."

And that would be an accurate assessment, because Juggler's ability to move quickly far exceeded that of any human, and Levi would soon find Juggler behind him, one hand on his shoulder, the other holding a sword at his throat. His voice was the same kind of dangerously soft, speaking right into his ear. "Now I'd appreciate knowing what your real reason is."

Levi was about to speak, to explain, when suddenly Juggler was behind him with a blade pressed against his throat. He gritted his teeth, frustrated at how easily he was being bested, at how little he could do in return. He couldn't die, he was almost entirely certain, in fact death would release his soul back to hell and perhaps even undo the bonds placed upon him, leave him free to reclaim his powers and a new form... but while he was almost certain, there was still that remaining doubt, enough to keep him from giving in to death. Besides, to be sent back to hell by a human? Even one as highly powered as Juggler? It would be humiliating.

"You're definitely going to destroy the city, maybe even worse... you could be causing enough chaos to destroy the whole world." to be honest the city was annoying enough, there was so much happening here that the assorted demonic powers needed to follow through, but if Juggler did enough damage he might trigger Armageddon, and Hell was not ready for that yet.

"Bigger and better, you said. What's bigger and better than that?" He brought his hand to his head, curling up in thorough amusement. What an amazing thought. Maybe someday he should thank Levi for the vote of confidence, if nothing else. But when it came down to it, he still couldn't believe it.
Finally coming out of the fit of laughter, he added, more calmly, and with an odd measure of confidence considering everything, "But aren't you underestimating someone?" Ultraman Orb. Kurenai Gai. The exact once-friend who Levi had been playing him against. If anyone would stop that monster, it would be him, and Juggler wouldn't have it any other way. But there was something in the way he said it that might leave Levi defeated in a different sense. Much as Juggler liked to claim he hated Gai would would rather see him dead, that bond was in fact far more difficult to break than Levi might have thought.

This was really not going to plan. Not that he'd had a plan, admittedly. He was skirting the edge of having to admit to Juggler just who and what he really was, and he had no idea if that would even do the trick, it was possible it would just make things worse.
"Don't you want me to think little of him?" he asked with a raised eyebrow "To think that he could not possibly stop you? Do you think he's so much better than you that he will?" he realised too late that goading him was the opposite of what he wanted, but it was so automatic to begin tempting that delicious envy that he couldn't stop himself.
