That's all they were supposed to be. But things have been kind of messed up since Fisk and the Hand. Too many empty shoes to fill and too many people trying to fill them. Between the drugs, the prostitution, and just the heavies, it's kind of a clusterfuck of who's who at the moment. Nature abhors a vacuum, or some shit like that.
