Despite often speaking for the sole purpose of being hurtful, Yuri's confession isn't just meant as an attack. It's a confession. Despite much of Yuri's anger coming from sources outside of the situations themselves, he feels his anger in this scenario is valid. If he'd been allowed to use quads, the win would have been much easier.

Admittedly, it was Victor's decision to blow him off and come to Japan, but Yuri's anger was large enough to share.

"I'm not going to let him off the hook just because he's an idiot. This is pretty big, even for him, but you don't have to know him for very long to realize he's a space head." Yuri had a few chances to speak with Victor before now.
