[Matt is certain that Bucky is trying to push him.

Each light touch under the water is evidence of that, and when enough evidence piles up, it's difficult not to reach a certain conclusion. That, coupled with the alcohol in his system, is enough to encourage him to throw caution to the wind and straddle his partner before leaning in to steal a rough kiss.
