[ There's a certain dynamic they have on the battlefield and off. On it, he expects Tony to take direct orders, to a point. Off it, there's leeway; they're friends first, coworkers/team mates second and partners, third, and he has no intentions of making things tense or difficult by being demanding or taking things too far if he's not careful. They're thankfully past the point of research for this sort of thing (but research was in fact done, pages and pages of it on one of his StarkPad tablets, until he felt a little less out of his depth.

They both have their lines, hard and soft, and one of Steve's is that they don't do this after a mission as punishment for something that happens on the field. Those sorts of things get sorted out separate, talked over and figured out before they become an issue off the field.

It means that when they do this sort of thing, it's not related to decisions inside the field, they're because of a willful decision on Tony's part to disobey. Steve always sets up their play with simple orders, depending on how far in they want to go. Sometimes it's as simple as just kneeling at Steve's feet while he works on sitreps, sometimes, it's something else. What level of punishment or play Tony wants depends on how he behaves because good and bad behavior both have their results. In this case, it looks like it's the latter. Steve lets the first one slide but by the second thing, he realizes what the intent is, and the third one has Tony bent over his workbench with Steve behind him. ]
