Even Rumlow. Rumlow, who's the only one left standing. Rumlow, who's so insistent that it's not personal, and he would only say that because it's completely personal, at least for Steve. He's the one whose betrayal cuts deepest, and he's also the most skilled out of the entire STRIKE team. Obviously, as he's the one who leads them.

Which means that he's also the one Steve has to hold most accountable, until he figures out just how far this all goes. Is it just the STRIKE team? Steve already suspects Pierce (the timing on this is just too perfect), and if he's corrupt, then plenty of people under him could be too. Steve can't sort through all that right now, though, not when Rumlow's posed across the elevator from him and wielding a crackling stun baton.

Steve's been zapped with it a few times already, and his body's more sensitive because of it. Every hair may as well be standing on edge right now, and his eyes narrow as he searches for some kind of opening. Rumlow's good, but he's not a super soldier; Steve can end this and get the hell out of here.
