I've been going over the SHIELD manuals in regards to proper protocol and procedure when dealing with true AI and haven't found anything particularly enlightening._

Well, I imagine SHIELD avoids putting the more enlightening protocol and procedure in the reach of AI for the sole reason that certain philanthropist superheroes use their own AI to hack into SHIELD databases.
