Arthur had heard there'd be a meteor shower that night, which was why he'd gone (with his usual accompaniment of fairies) out to the country, spreading out a blanket up on a hill to watch. It was then that he heard a familiar sound. One he'd heard only once before, a very, very long time before.

Sitting up, he peered through the darkness. "Hello?"

The Doctor wasn't the type to pass up a good light show. Not a chance. So he parked the TARDIS and strolled his way out. Ah. It really was a perfect night for it. Earth had a remarkably lovely view of the stars from time to time.

Hands in the pockets of his coat, he strolled his way up the hill, thoroughly surprised to hear a voice. Ha! So he wasn't the only one who'd thought this spot a good one. "Hello yourself," he called back as he came within sight, lifting a hand to offer a friendly little wave.

The nation stared at him for a moment before a barked laugh slipped out. There was no mistaking that face.

"You haven't aged a day," he said, waving him over. There was room to share on the blanket after all. Even in the dim light of the stars, those eyebrows were rather visible. "Hello again, Doctor."

The Doctor found himself blinking, quite curious now. Someone he knew? That was interesting. Give him a second, and he'd place the face, certainly. Hopefully. Faces could be hard, though he could usually pull it out eventually.

"Yes, well. I moisturize. Wear sunscreen." A still somewhat puzzled grin settling on his features, he added. "Though, does that mean you have? Aged, I mean. A day or more."

"Quite a bit, I would say," Arthur said with a chuckle. "It's been what, nearly a thousand years? I was just a little boy then. Gained and lost an empire in the between."

There it was. Memory wasn't the problem entirely; his memory expected a child, but time had done its usual. A grin nearly burst across his face now. "But still respectable. England!" He chirped out with a laugh himself. "How about that. All grown up. ...still keeping company with the fair folk though." Just the faintest flicker caught his eye, but he hadn't missed them entirely.
