Flowers, in the Victorian Era (1837-1901), were often used as means of communication when people could not openly say things that we do these days. Think about someone who is naturally repressed; now imagine a whole society focusing on being repressed. You can see why lovers needed some sort of secret code. Poor things.

No longer used much, there are some remaining, well-known meanings—roses inspiring passion and love are a classic example. So, grab a bouquet and give it to someone special. Beware of what certain flowers could say, though. Not all flowers were used happily.

[Though they had dedicated their first days at the Survey Corps' old headquarters to cleaning the mess up, there was still so many things that needed to be fixed, things that would require several skilled laborers to fix, and not just the somewhat slapdash repairs the Special Ops could manage. Petra has her own ideas about quick fixes, ones that extend past basic plastering and caulking. While floral wreathes may not exude any kind of machismo, they did help cover up any underlying smells of age that cleaning alone couldn't get rid of.

Of course, it probably would have been better if she ran the idea past her captain before she went and cut a basket full of flowers, but sometimes it was better to ask for forgiveness than permission. Besides, she had the best opportunity while hanging the laundry to dry in the courtyard to pick and choose from the remains of the discarded courtyard gardens.

She'll approach Levi shortly after cutting the flowers, still early in the afternoon, basket on her hips and a small bunch of violets in her hand.]

[Levi had spent the last hour or so tending to the well. Old and poorly maintained, the news that Eren had managed to crack the shaft while drawing water had come as no great surprise. Levi had been inside headquarters just once since morning, catching a good scent of the wreaths before he saw them.

So now, as he encounters Petra near the well with flowers in hand, he figures her to be the culprit — not that he hadn't already assumed. If Levi ever caught Oluo adorning HQ with floral wreathes, he may just have to quit the Corps.

Levi wipes away a trickle of sweat from below his sideburns before glancing down at the violets, his expression neutral.]

There aren't enough for a wreath.

There's more in here. [She says, tilting the basket forward just enough to show the collection of grasses and other small flowers she's gathered. It's not enough to make anything large or specially artistic, but it's enough for a few small wreaths to place here and there.]

I thought it'd be nice to have a few wreaths here and there. One for where Eren sleeps, too. It's not very nice down there, so I thought it might cheer it up for him. I could make one for the hall, too, and our rooms if we have enough. [She pauses for a moment, not wanting to annoy him too much when he was in the middle of work.] It'd be good luck, I think.
