I don't think it's going to snow that hard. Not the way it used to when I was a kid. But I don't think Edge is ready for real snow yet either. Midgar never had to worry about it. So I think a lot of things will shut down or stop working until they get fixed. [Not Seventh Heaven. The boiler down in the basement worked just fine and Cloud and Tifa were too much children of the mountains to do anything but live with the subconscious expectation of snow. Still, it was important for Denzel, and Marlene, to think that way too. Not because they'd ever honestly get snowed in here but - because this was a new world in a lot of ways and Tifa was going to make sure her children thought fast enough and clever enough to do just fine in it. She still smiles. Because there's plenty of room for fun and games in a world like that too.] I think once the snowing stops you'll be fine outside. It just depends on how long the storm goes on for first. You might find some use for a blanket fort while you're waiting.
