how old is the apartment building? is there anyone above you? sometimes old buildings make weird noises and upstairs neighbors are inconsiderate

There's nobody above us, it's a penthouse.
My great great great great great grandfather built the place around a 100 years ago.

what kind of noises are you hearing? actual words or something like moans or steps?

I thought I heard a voice once or twice. But it's mostly steps and some random noises. Like knocking and stuff.

Is this ghost activity or not?

could be or could be kids playing i don't know what it's called here but in german it's klingelstreich
knocking on the front door or ringing the bell and running off before it's answered
could also be the natural shifting of the penthouse because of changes in temperature
old places are like that

the sound of steps is not worth it for me
but if it is a ghost here's a trick to get rid of it or at least make it go quiet
when you hear the noise shout you owe me money

if it's a ghost and this is all it's doing then it's something you might have to live with
think of it as a creaky floorboard or a stove burner that heats up slow
but telling it it owes you money may be a permanent or temporary solution
