The arrangement was that we'd use your expertise for missions when needed, and you'd have time out from the Raft while doing so.

Seemed like the missions were plentiful for a while there, weren't they? And now they’ve suspiciously dried up.

But that's not all of what this is about. Bucky got comfortable with Zemo being around. Maybe far too comfortable, and now Sam is done.]
