Whether it's a specific person's name or particular words/actions (calling her a good girl, touching his neck, kissing their forehead), there's no difference in the end. They're exposed either way.
[2] All that matters is everyone can see it.

[Usa shrugs, resting both hands on Tsubomi's shoulders.]

I'm not sure you'd be interested in any of the other things costumes put me in the mood for.

[It dawns on her what those things might be]

O-OH! N-Not yet! I just met you!

[And the way she jumped, Usa's hands on her shoulders, would push her sleeves down, exposing more of her shoulders.]

[She laughs, not in a mean way, but an amused, affectionate way.]

As I said, I'm not sure you'd be interested.

[Usa gently tugs the shoulder bits back into place.]

Careful. I might start to wonder.

[Tsubomi blushes brighter before she pulls herself against Usa]

S-Sorry, I got surprised. Y-You're free to hug o-or kiss me, though! I-I liked that. I liked them a lot.

[She reaches up and cups Tsubomi's cheek, sliding her thumb slowly along the warm skin.]

Another kiss, then? How about you kiss me.

M-Me? Kiss you? Well...

[She ponders it before she nods]

S-Sure!

[And she'll lean up to reach for Usa, intending on kissing her once more as her eyes close.]

[She watches and waits, letting Tsubomi decide what she wants to do.

Her eyes close when their lips touch. This time, she gently parts her lips, to see what Tsubomi will do.]

[She feels Usa’s lips parting, surprising Tsubomi. It takes her a bit before she gathers her courage and parts her lips as well.]

[Feeling Tsubomi's lip part, she lets her enjoy the new sensation for a few seconds. Then she teases her a little by sliding her tongue between their joined lips and just as promptly eases it back.]

[Tsubomi’s eyes open feeling Usa’s tongue between their lips. Why would she do that? Was that something someone does if they liked them more?

Did Usa like her like that?

She decided to test that theory out, slowly doing the same thing Usa did with her tongue.]

[She honestly doesn't expect anything back, so when she feels it, her own eyes open, glancing over to Tsubomi.

Usa hums softly and touches Tsubomi's tongue with her own, sliding over it slowly.]

[Their eyes meet at that moment, her tongue curiously brushing against Usa’s before she began to pull it back, then slowly break this kiss, blushing bashfully.]

S-Sorry. I wasn’t sure what to do, so… I followed you.

[She sighs softly as the kiss is ultimately broken, tilting her head so their foreheads would touch.]

[Tsubomi’s eyes would close as she answered.]

I did. I wasn’t sure what to expect, but… I liked it.

[Usa reaches up and gently strokes her hair.]

[And she reaches up to remove the bow on her head, letting her ponytail fall loose.]

[Now it's her turn to blush. She's trying to be more kind and gentle. It must be working?]

[She tilts her head, watching curiously.]

For now, my hair to play with. S-still unsure how far I want to go, but… you seem to like to play with my hair… and I like the feel of it.

[Still blushing, Usa nods.]

[Usa spreads her fingers and pushes them slowly into Tsubomi's hair.]

[And Tsubomi hums as she feels Usa’s hand run through her hair.]

[She slides her fingers in deeper, tugging gently here and there.]

[There’s a gasp as she feels Usa’s hands on her back, mostly because there’s an opening on her costume and she can feel her hands on her back very well there.]

[She finds that area of bare skin and slides her fingers over it in slow sweeping motion. After realizing she's touching skin and not right material she uses a single finger to trace little circles.]
