There aren't many cities left. It isn't much of a surprise that Gotham is one of them; it's always been a home for those too stubborn to bend to fate, or divinity, or common sense. It's something of a neutral ground, prioritising all mortals above the squabbling pantheons.
In any other circumstance, Zerxus as he is now - branded with the wrath of a god, imbued with eternal flame - would not be welcome here. But a time has come for diplomacy, and for compromise; he's here to forge an alliance with a man powerful enough to become an island unto himself. To succeed where so very, very many have failed.
He can't blame the man for being sceptical. Frankly, Zerxus doesn't entirely trust the proposal himself - but that doesn't mean he can't make it happen anyway.

[I had a bit of a plot thought to blend their canons, but I'm probably more familiar with CG than you are with Thousand Autumns... The idea was that Euphemia's personal knight and potential lover/fiance vanished during an assassination attempt only to surface again after several months blinded with amnesia due to degenerative poison.]
