Interesting. I've found that, in general, everyone feels qualified to some degree to give psychological advice to others, regardless of medical background.

Are you saying that's not the case for you? Not even in your personal relationships? No advice for your friends whatsoever?

Well asking for advice from a friend and asking a psychologist for a treatment plan are two very different things! I couldn't provide the latter, but I might be able to give the former if I've got anything to say about it.
