Tony--[ This isn't Captain America feeling bad about hurting a citizen. This is Steve Rogers feeling like he failed Tony Stark as a friend. His intention was to never hurt her. Steve went out of his way to not hurt her actually. He bit his tongue when he felt like what he had to say was a little too scathing. He left when things were too heated. He never wanted her to think she let him down. Because it wasn't true. She had done amazing things with the hand dealt to her and Steve understands more than anyone that you have to do what you can. He's starting to see that she's done her fair share. Maybe if you had asked him before the Manhattan incident his answer would be different, but things were different now.
