From what the guy told me, this ghost of yours is supposed to be some guy who got lynched back in 1906. Fifteen guys dragged him to the tree and supposedly every year on the day he got lynched one of the descendants of those fifteen guys dies a nasty death.

Seems like your usual spooky small-town ghost story to me.
