If Tim had been consciously guessing who Oracle was going to send, he probably would've put Dick or Steph or Cass if she was in town at the top of the list. Jason would be... well, Jason hasn't tried to kill him for a while so they're certainly doing better than they have in the past, but he's not exactly the person Tim would expect to volunteer himself for this mission. Which means Oracle probably had something on him, which is -

What it probably means is that Jason is here to monitor Tim's condition, maybe prevent Tim from doing anything inadvisable, possibly provide just enough contact to stabilize him if it goes too far. Tim will just manage with his weighted blanket and his couch after all.
