Truthfully, almost no one in the Batfamily has a normal relationship with physical affection, and they're probably all varying levels of touch-starved at all times. Tim certainly is, but he's used to it and typically copes via the good ol' bat stand-by, repression, which works... sort of, most of the time, but then there's Scarecrow and his toxins, and suddenly, Repression(TM) isn't good enough. Symptoms include heightened depression and anxiety and generally feeling like garbage and very badly needing a hug but also being kind of freaked out at the thought of going to someone and asking for it. (Not that asking for a hug without freaking out is a trick normally in his repertoire.)
He's pretty sure the chemicals fucking with his head will wear off eventually, probably twenty-four hours at the most, and he's honestly fully prepared to wait this out with a weighted blanket and a 24+ hour Depression Nap, except that he outsourced analyzing Scarecrow's toxin to Oracle. She informs him in no uncertain terms that he is not sitting this thing out alone, she will see who's available to spend some time with him because this shit could go seriously bad if left alone.
When Jason arrives, he's burrowed into the couch - like, actually burrowed, it's possible that he's kind of wedged himself in between the cushions and the back - in addition to the weighted blanket wrapped around himself and hey, maybe Oracle had a point about not being able to just ride this one out alone.
