The sight actually struck a nerve in the trickster's heart, the desperate way the Solider ate, like a cur who thought it's food would be taken at any moment. Hydra was foolish, making a great weapon and reducing it to this pathetic sight. Fear worked...but loyalty was better, something Loki had actually learned from observing Thor and his friends, both on Asgard and Midgard. Still...he would reap great benefits from Hydra's mistakes.
