It's a statement. Not a question. Jason was Piper's boyfriend. He'd help her, sure, but he'd probably end up pulling his punches. He wouldn't give her the kind of fight she'd need to improve. Frank was a friend and Hazel's boyfriend to boot. He had definitely changed after the trip to Venice, but he might worry that he was going to to hurt her. He'd hold back.
